The short answer
What are Google App campaigns, and who are they for in 2026?
One Google Ads campaign that promotes your app across Search, Google Play, YouTube, Discover and the Display Network, built from your text, images and videos and aimed at the actions you choose.
Google App campaigns, once called Universal App campaigns or UAC, are the Google Ads campaign type for mobile apps. You supply the assets and the goal; Google builds the ads and shows them across Google Search, Google Play, YouTube, Discover and the Google Display Network. There are three kinds: App campaigns for installs, for engagement with people who already have the app, and for pre-registration before a launch on Google Play. The app has to be live on Google Play or the Apple App Store.
They suit businesses where the app is the product or where most revenue happens inside it: subscription apps, games, fintech, marketplaces, fitness and learning apps, and brands with a shopping app their best customers use. For a local business whose app is a convenience, Search and the website usually win first. Overtop Media Digital Marketing has been a Google Partner since 2009, and we run App campaigns as one part of your Google Ads management, judged on paying users, not on the install count.
- Bidding on what paysTrials, purchases and subscriptions, not downloads that never open twice.
- Measurement firstIn-app events, iOS signals and your revenue records connected before scale.
- Planned with the whole accountApp, Search, YouTube and Web to App working from one set of numbers.
What well-run Google App campaigns get you.
Installs are the easiest number in mobile marketing to buy. Growth comes from the users who open the app again, start a trial and pay.
- Users who stay and pay
- Bidding aimed at the in-app action that predicts revenue finds people who behave like your best customers, instead of the cheapest download in the auction.
- Every Google surface from one campaign
- Your app in Google Play search, a text ad when someone searches the problem it solves, and video on YouTube, all learning from the same results.
- Lapsed users brought back
- Engagement campaigns show ads to people who already have the app and open it on the right screen with a deep link, which is usually cheaper than finding someone new.
- Numbers you can trust on iOS
- Google’s privacy-safe iOS measurement, your attribution partner and your own revenue read side by side, so budget follows what actually happened.
How we match App campaigns to your business.
App campaigns are a specialist tool. Before we launch, Overtop Media Digital Marketing looks at how the app makes money, what it can measure and what a user is worth, and tells you plainly whether App campaigns should run now, later, or not at all.
App campaigns grow users for mobile apps, saaS companies, fintech, tech startups, boutique fitness studios, online courses and coaching, direct-to-consumer brands, banks and credit unions, travel agencies and tour operators, and every industry we serve.
Where OVERTOP scales fastest
- The app is where you make moneySubscriptions, in-app purchases, orders, bookings or funded accounts happen inside the app, so every new active user has a value we can bid toward.
- You can measure what users do in the appGoogle Analytics for Firebase or an app attribution partner already records sign-ups, trials and purchases, or you are ready to add it before launch.
- You have creative to work withScreenshots, short screen recordings and a few seconds of video of the app in use: App campaigns perform on the assets they are given.
- You can give it time to learnApp campaigns need weeks of steady budget to learn who becomes a paying user. Businesses that judge them after a few days rarely see what they can do.
Where OVERTOP sequences other channels
- Your app is a convenience for a local businessWhen the sale is a call, a booking or a visit, Search ads and your website bring customers faster, and the app is offered once they are customers. See Search ads.
- Most of your sales happen on the websiteThen Shopping and Performance Max on the site come first, and Web to App sends existing app users into the app when they click. See Performance Max.
- You cannot measure anything past the installWithout in-app events, Google can only buy downloads. We set measurement up first, or recommend waiting until it is in place.
- You want awareness before the app is readyFor a brand story ahead of launch, Demand Gen and YouTube build an audience; pre-registration campaigns take over once the Google Play listing is live. See Demand Gen.
How we run Google App campaigns.
Six parts. App campaigns automate the ads and the placements, so the result depends on the inputs and the measurement our specialists build around them.
Measurement connected before the first dollar
Google can only find more of what it can see. Before launch our team agrees with you which in-app actions predict revenue, from account created and trial started to first purchase and subscription renewal, checks that Google Analytics for Firebase or your app attribution partner records them, and sends them to Google Ads with their value. Read how we approach tracking and attribution.
The right kind of App campaign for the job
Installs campaigns find new users. Engagement campaigns reach people who already have the app and open it on a specific screen with a deep link, for a lapsed subscriber, an abandoned cart or a new feature. Pre-registration campaigns collect sign-ups on Google Play before launch, so the app opens on day one with users waiting. We pick the mix from where your growth is stuck, and give each one its own budget and goal.
Bidding that moves from installs to revenue
A new app has little history, so campaigns often start on installs while the events build up. As soon as the data supports it, our specialists move bidding to the action that predicts revenue, and then to purchase and subscription value with target return on ad spend. Android and iOS run as separate campaigns, because their measurement and their users behave differently. Read how we think about budget across Google Ads channels.
Creative for every surface it can appear on
Google assembles App campaign ads from your text, images, videos and store listing, so the assets are the strategy. We plan headlines around the problems users search for, produce screenshots and short screen recordings in vertical, square and wide formats, and read which assets bring paying users, not just taps, before replacing the ones that fade.

iOS measured the way Apple and Google now allow
iOS users who decline tracking cannot be followed user by user, which is why many iOS App campaigns are judged on guesswork. Google added on-device conversion measurement and Integrated Conversion Measurement for iOS in 2025, and in 2026 is bringing on-device conversion data into Google Ads reporting and extending Integrated Conversion Measurement to web-to-app journeys. Our team connects these, reads them next to your attribution partner and your own revenue, and bids iOS on value once the signal holds.
Web to App: your other ads, opening in the app
Many of your best users already have the app, yet your Search, Shopping and Performance Max ads send them to a mobile website where they convert less often. Web to App Connect opens those clicks in the app when it is installed, and Web to App acquisition measurement credits installs that start from a web ad. We use both, so the whole Google Ads account works for the app, not only the App campaigns.

Where we recover budget in inherited App campaign accounts.
When an app business comes to Overtop Media Digital Marketing after App campaigns that “bought installs but no customers”, the budget has usually been leaking in the same few places. Our specialists close them and point the spend at users who pay.
-
Moving bidding past installs
Campaigns left on installs for years find people who download and leave. We move them to the in-app action and the value that pays the bills.
-
Connecting the missing events
Trials and purchases recorded in the app but never sent to Google Ads leave bidding blind. We connect them, with their value.
-
Splitting Android from iOS
One blended report hides that one platform is profitable and the other is not. Each gets its own campaign, measurement and target.
-
Filling out the assets
Three images and no video limit where Google can show the app. We add video and image sizes for every surface.
-
Checking paid against organic
Paid installs that would have come anyway are not growth. We compare paid and organic installs over time to see what the campaigns really add.
-
Bringing lapsed users back
Accounts that only chase new installs ignore the cheapest users to win: their own. We add engagement campaigns with deep links.
How App campaigns work with your other campaigns.
App campaigns find new users. The rest of your Google Ads account catches the searches, sends existing users into the app and brings lapsed ones back.
- App campaigns work here They discover the app YouTube, Discover and the Display Network introduce it to people like your best users.
- App campaigns work here They search App ads in Google Play and Search, plus Search ads for your brand, catch the search.
- They install and try it A store listing that matches the ad, and onboarding that reaches the first valuable action.
- They come back and pay Engagement campaigns, Web to App and email bring users back to the screens that earn revenue.
Google Ads, all campaign types
Search, Performance Max, Shopping, Demand Gen and YouTube share the same account, budget and conversion data as your App campaigns.
Google Search ads
Search ads protect your brand name and reach the problem searches, and with Web to App they open in the app for users who have it.
Performance Max
For brands that sell on the website and in the app, Performance Max runs the website side and Web to App connects the two.
Google Demand Gen campaigns
Video and image ads on YouTube, Discover and Gmail that build an audience before launch or around a new feature.
Remarketing
Website visitors and customer lists from your own data, used to reach people who know you but do not have the app yet.
Facebook and Instagram ads
App install and app event campaigns on Meta, planned with the same events, creative and value targets.
TikTok ads
Short video app campaigns for audiences that live on TikTok, measured on the same in-app actions.
Our approach: your plan depends on you, and the data decides.
Every app is different. For some, App campaigns are the main growth engine; for others they should wait until measurement and creative are ready, or never run at all.
- Your goals New paying users, trials, orders or funded accounts, and what each one is worth over time.
- Your timeline A launch, a season, a funding milestone, or steady growth month after month.
- Your budget What you can invest while the campaigns learn, and how fast it can grow when users pay back.
- Your competition Which apps bid on the same searches and audiences, and where they leave room.
Those four decide whether App campaigns should lead, share the budget or wait. After launch, the data picks the direction, confirms each decision and tells us when to change course.

Proof, in Google’s product changes and our search data.
Google does not publish an average result for App campaigns, so we do not quote one. What it does publish is where the product is going, and our search data shows how many buyers still use its old name.

- 3 kinds of App campaign, for installs, engagement and pre-registration, across Search, Google Play, YouTube, Discover and the Display Network. Google, App ads product page (checked October 2026)
Google renamed Universal App campaigns to App campaigns years ago, yet the UAC names are still searched about 380 times a month in the US, against about 490 for the current ones. Plenty of accounts are still run the UAC way too: bidding on installs, one campaign for both platforms and little measurement past the download.
That gap is where our specialists add value. The gains come from accounts that send Google the in-app actions and values that matter, measure iOS with the tools Google now provides, and connect the rest of Google Ads to the app with Web to App. We judge the result on paying users and revenue over time.

Questions about Google App campaigns.
What is the difference between Google App campaigns and UAC?
None, apart from the name. Universal App campaigns (UAC) were renamed App campaigns, and the campaign type has grown since: engagement and pre-registration campaigns, value-based bidding, new iOS measurement and Web to App. Many accounts still run on the old install-only approach, which is usually the first thing we change.
Where do Google App campaign ads appear?
Across Google Search and search partners, Google Play (search results, related apps and the homepage), YouTube, Discover and the Google Display Network, including Gmail, other apps and mobile websites. Google decides the placement for each impression from the assets and goal you give it.
Do App campaigns work for iPhone apps?
Yes. App campaigns promote apps on the Apple App Store as well as Google Play. iOS measurement is harder because users can decline tracking, so we use Google’s on-device conversion measurement and Integrated Conversion Measurement alongside your app attribution partner, and run iOS as its own campaign. Pre-registration campaigns are Google Play only.
How much do Google App campaigns cost?
You set the budget and the target, and you pay per install or per in-app action depending on the bidding. App campaigns need enough budget to learn which users pay, so we size it from what a paying user is worth to you and how fast you want to grow. Every client gets a custom plan, so we do not publish price lists.
What do I need before starting App campaigns?
An app live on Google Play or the App Store, in-app events recorded through Google Analytics for Firebase or an app attribution partner, a clear idea of which actions are worth paying for, and creative: text, screenshots and ideally short video. Our team checks all of it and fills the gaps before launch.
What are App engagement campaigns?
They show ads to people who already have your app and use deep links to open it on a specific screen, for example a lapsed subscriber, an abandoned order or a new feature. They are often the cheapest growth an app has, because the user already knows you.
What is Web to App?
Google’s tools that connect your website ads to your app. Web to App Connect opens clicks from Search, Shopping, Performance Max, Demand Gen and YouTube ads in the app when the person has it installed, and Web to App acquisition measurement credits installs that start from a web ad. For brands with both a website and an app, it is often the quickest win.
Should I run Google App campaigns or Meta app ads?
Often both, with different jobs. Google reaches people while they search and browse Google Play and YouTube; Meta and TikTok reach them in social feeds. We plan them with the same in-app events and value targets, and move budget to whichever produces paying users at the better cost.
Is my business a good fit for App campaigns?
If the app is where you make money and you can measure what users do in it, probably yes. If the app is a convenience for a local business, or most sales happen on the website, other campaign types usually come first, and we will tell you so on the first call.
Do you manage App campaigns outside Charlotte?
Yes. Our office is in Charlotte, and we run Google App campaigns for app businesses across the Carolinas, the United States and other markets. Local or national, you work with the same team and see every user and every dollar in one report.
