The short answer
What is Google Ads remarketing, and what does Google call it now?
Ads shown to people who already visited your site, watched your videos or bought from you, which Google now calls “your data” segments.
Google Ads remarketing shows your ads again to people who already know you: visitors who left your website, people who watched your YouTube videos, and past customers from your own lists. Google now calls remarketing “your data” segments, and the same segments work across Search, YouTube, the Display Network, Gmail, Demand Gen and Performance Max. Many people call it Google retargeting; it is the same thing.
Remarketing is where Google Ads gets its cheapest second chance at a sale, and where it most easily annoys people when nobody manages it. We plan it as part of your Google Ads management, and Overtop Media Digital Marketing has been a Google Partner running remarketing for businesses from Charlotte since 2009.
- Built from your own dataSite visitors, video viewers and customer lists, split by what each person did and how long ago.
- Consent built inYour tag sends Google the visitor’s cookie choice, so segments only hold people who agreed.
- Judged on sales, not reachCalls, forms and orders from returning visitors are tracked, and that is what we optimize.
What well-run Google Ads remarketing gets you.
Every visitor you paid to bring in is worth more than a stranger. Remarketing is how that visit keeps working after they close the tab.
- More sales from the traffic you already paid for
- Most visitors compare before they commit. Remarketing keeps your business in front of them until they are ready to call or buy.
- A better price on the searches that matter
- When a past visitor searches again, our team can bid higher and show a different ad, because that person is far more likely to buy than a stranger.
- Repeat business from past customers
- Customer Match brings back the people who bought once, for the next service, the next season or the next order.
- Your products, back in front of the buyer
- Dynamic remarketing shows each shopper the exact products they looked at, straight from your product feed.

How we match remarketing to your sales cycle.
Before we build a single segment, Overtop Media Digital Marketing looks at your traffic, your customer lists, how long your buyers take to decide and what a customer is worth, to decide which kinds of remarketing should run and for how long.
Where OVERTOP scales fastest
- Your buyers take days or weeks to decideRemodelers, dealerships, clinics, law firms, schools, B2B services and higher-priced products: when people shop around, remarketing keeps you on the shortlist.
- You already get steady website trafficSearch, social, email and organic visits fill the segments; our team turns those visits into a second, cheaper chance at the sale.
- You sell products onlineAbandoned carts and viewed products are the clearest remarketing signal there is, and dynamic remarketing answers it product by product.
- You have a customer list worth usingPast buyers, expired quotes and lapsed members become Customer Match segments for repeat business and win-backs.
Where OVERTOP sequences other channels
- Your site gets very little traffic so farSegments under 100 active users cannot serve on Search, YouTube or Display. Our specialists build traffic with Search first, then add remarketing. See Search ads.
- Your buyers decide in minutesEmergency services rarely get a second visit: the customer calls the first business that answers. We lead with Search and Local Services Ads there. See Local Services Ads.
- Your audience lives on Facebook and InstagramWhen your visitors spend their time on Meta, retargeting there often matters as much as Google. We plan both from the same visitors and goals. See Meta ads.
- You want to reach new people firstRemarketing only talks to people who already know you. To build awareness in a market, our team starts with Display and video. See Display ads.
How we run Google Ads remarketing.
Six parts. Google gives you one tag and a dozen ways to use it; the value is in which people we bring back, where, how often and for how long.
“Your data” segments split by what people did
One list of “all visitors” is where most remarketing goes wrong: the person who read one blog post gets the same ad as the person who started your quote form. We build segments by intent and recency, such as service page visitors, form starters, cart abandoners and past customers, set each one’s duration to your sales cycle (Google allows up to 540 days), and exclude people who already bought. Every segment needs at least 100 active users in 30 days before it can serve on Search, YouTube or Display, so we size them to clear that line.
Dynamic remarketing for products and listings
Dynamic remarketing shows each person the exact products or listings they viewed, pulled from your Merchant Center or dynamic ads feed. Google supports it in Display, Performance Max and App campaigns, and switches it on in Performance Max automatically once your site is tagged for it. Our team sets up the tag events, keeps the feed accurate, and makes sure shoppers see items that are in stock, not the one they already bought.
Search ads to past visitors
Remarketing is not only banners. Google lets your Search campaigns treat past visitors differently: a higher bid when they search again, a separate ad that picks up where their visit left off, or broader searches shown only to people who already know you. For many service businesses, this is the most profitable remarketing in the account, because the person is searching again with intent.
YouTube viewers and Customer Match
Once your YouTube channel is linked, people who watched your videos, visited your channel or subscribed become segments of their own. Customer Match turns your CRM into audiences: past customers due for the next service, quotes that never signed, members who lapsed. We upload and refresh lists securely, follow Google’s Customer Match policy, and keep active customers out of acquisition campaigns.
Remarketing inside Performance Max and Demand Gen
The newer campaign types use your segments differently. Performance Max treats them as signals that point Google’s targeting in the right direction, not as a fence, so we pair it with Search and exclusions where the business needs control. Demand Gen runs your remarketing lists and Customer Match across YouTube, Discover, Gmail and the Display Network, and is the only place Google offers lookalike segments built from them. Read how we plan Demand Gen campaigns.
Consent, frequency and measurement
Remarketing depends on visitors agreeing to it. We set up Consent Mode so your Google tag passes each visitor’s choice through the ad_user_data and ad_personalization signals, which Google needs to build segments from visitors in the EEA, the UK and Switzerland, and which keep you on the right side of the growing number of US state privacy laws. Then we manage how often each person sees you, retire tired creative, and report returning-visitor leads apart from new ones, with qualified leads sent back to Google through offline conversion tracking.

Where we recover budget in inherited remarketing.
When a business comes to Overtop Media Digital Marketing saying remarketing “just follows people around”, the budget has usually been leaking in the same few places. Our specialists close them and point the spend at people likely to buy.
-
Splitting the one big list
A single “all visitors” segment treats a blog reader like a cart abandoner. We split segments by intent and recency, so the most valuable visitors get the most attention.
-
Stopping ads to people who already bought
Paying to show “book now” to a customer who booked yesterday wastes money and looks careless. We exclude converters and active customers from acquisition campaigns.
-
Rebuilding segments that never served
Narrow lists under Google’s 100 active user minimum sit in the account doing nothing. We combine or widen them until they can run on Search, YouTube and Display.
-
Fixing consent before the segments shrink
Tags without consent signals lose visitors from segments and conversions from reports. We put Consent Mode in place so the data that is allowed actually reaches Google.
-
Making the ads welcome again
The same ad for a year to the same people stops working and starts annoying. We limit how often and how long each person sees you, and rotate creative on a schedule.
-
Reporting returning visitors honestly
Remarketing often takes credit for sales that would have happened anyway. We report it apart, watch the extra sales it adds, and judge it on calls, leads and revenue.
How remarketing works with your other campaigns.
Remarketing never fills the funnel on its own. It turns the visits your other campaigns earn into customers.
- They discover you Display, video and social ads put your name in front of new people.
- They search and visit Search ads and organic results bring them to your site.
- Remarketing works here They come back Remarketing reaches visitors who left, on Search, YouTube, Gmail and the sites they read.
- They call or buy A fast landing page and tracked calls turn the return visit into a customer.
Google Ads, all campaign types
Search, Performance Max, Shopping, YouTube and Demand Gen share the same account, segments and conversion data as your remarketing.
Google Search ads
The visitors Search brings in become the segments remarketing brings back.
Google Display ads
Image ads across the Display Network, the most familiar home for remarketing, now run through Demand Gen.
Google Demand Gen campaigns
Your lists and lookalikes on YouTube, Discover and Gmail, in the campaign type remarketing increasingly runs through.
Google Shopping ads
The product feed behind Shopping also powers dynamic remarketing.
Performance Max
Uses your segments as signals across every Google channel.
YouTube ads
Video viewers become remarketing segments, and remarketing segments see your video.
Retargeting on Facebook and Instagram
The same visitors, reached again on Meta, planned with the same goals and exclusions.
Our approach: your plan depends on you, and the data decides.
Every business is different. For some, Search ads to past visitors carry the whole plan; for others, dynamic remarketing or Customer Match does.
- Your goals New leads, online sales, repeat business or win-backs, and what each one is worth to you.
- Your sales cycle Hours, weeks or months between first visit and purchase, which sets how long people stay in each segment.
- Your budget What remarketing should get next to the campaigns that bring people in, and how fast it can grow.
- Your data How much traffic, video viewing and customer data you have to build segments from.
Those four decide which kinds of remarketing run first and how much they get. After launch, the data picks the direction, confirms each decision and tells us when to change course.
Learn the business
What you sell, where, to whom, how long buyers take to decide, and what a customer is worth.
Check the tag and consent
Google tag, conversion tracking and Consent Mode in place and passing the right signals.
Build the segments
Visitors, form starters, viewers and customers, split by intent and recency, with buyers excluded.
Launch and learn
Frequency, segments and creative read closely in the first weeks, while the campaigns learn.
Grow what works
Budget moves to the segments and channels that produce customers; new segments and lookalikes are added when the data says so.
Proof, without the made-up uplift.
Google publishes no average lift for remarketing, so we do not quote one. Our search data shows how buyers look for it.
Business owners look for Google remarketing by name: “google ads remarketing” and its close variants are searched about 880 times a month in the US, as often as “retargeting ads” on any platform and more than Facebook or LinkedIn retargeting. Most of the agency pages that rank for it stop at display banners and never mention Search, Customer Match, Performance Max or consent.
Many pages promise a fixed lift from remarketing. Google has never published one, and returning visitors include people who would have bought anyway. That is why we report remarketing apart from new-visitor results, watch the extra calls and sales it adds over your real sales cycle, and judge it on revenue, not on how many people saw the ad.

Questions about Google Ads remarketing.
What is the difference between remarketing and retargeting?
Nothing, in practice. Google has always called it remarketing (and now “your data” segments); most other platforms and many marketers say retargeting. Both mean showing ads to people who already visited your site, used your app or bought from you. This page covers Google; we run retargeting on Facebook and Instagram through our Meta ads service, planned from the same visitors.
How much does Google Ads remarketing cost?
You set the budget, and remarketing is usually a small share of a Google Ads account, because the audience is limited to people who already know you. Costs depend on how many visitors you have, where the ads run and what a customer is worth. Every client gets a custom plan, so we do not publish price lists.
Where do Google remarketing ads appear?
Wherever your segments are used: in Google Search results when past visitors search again, on YouTube, in Gmail and Discover through Demand Gen, across the Google Display Network, which Google says reaches over 2 million websites and apps, and inside Performance Max. We pick the channels from where your buyers spend their time.
How long can someone stay in a remarketing list?
For Search and Display, Google allows up to 540 days, with 30 days as the default. We set each segment to your real sales cycle: a few days for a cart, weeks for a quote, months for a big purchase, so nobody sees your ads long after they stopped shopping.
How many visitors do I need for remarketing?
Google requires at least 100 active users in the last 30 days before a segment can serve on Search, YouTube or the Display Network, and customer lists need 100 matched users. Smaller businesses can still remarket; we combine segments until they clear the minimum.
Is remarketing allowed under privacy laws and cookie consent?
Yes, when it is set up properly. Google requires consent signals for remarketing to visitors in the EEA, the UK and Switzerland, and a growing number of US states give people the right to opt out of targeted ads. We set up Consent Mode so your Google tag passes each visitor’s choice to Google, and follow Google’s policies on sensitive categories, where remarketing is restricted.
What is dynamic remarketing?
Dynamic remarketing shows each person the specific products or listings they viewed on your site, built automatically from your product feed. Google supports it in Display, Performance Max and App campaigns. It works best for online stores, dealerships, real estate and travel, anywhere people browse specific items.
Does Performance Max do remarketing?
Yes, but differently. Performance Max uses your data segments as signals to guide its targeting rather than limiting ads to them, and it switches on dynamic remarketing automatically once your site is tagged for it. When a business needs strict control over who sees which ad, we pair it with Search ads to past visitors and Demand Gen.
Will remarketing annoy my customers?
It can, when nobody manages it. We keep segment durations to your sales cycle, exclude people who already bought, limit how often each person sees you and rotate the ads, so your business stays familiar without following anyone for months.
Do you run remarketing for businesses outside Charlotte?
Yes. Our office is in Charlotte and we know the region well, but we run Google Ads remarketing for businesses across the Carolinas and the United States. Local or national, you work with the same team and see every lead and every dollar in one report.
